DeKalb County Health Department can help with free healthcare assistance enrolling in Marketplace Insurance, Medicaid, and All Kids Insurance.

DeKalb County Health Department Navigators may be able to offer free assistance if you qualify for one of these programs. The Healthcare Enrollment Assistance Program-Navigators are supported by the Centers for Medicare and Medicaid Services (CM) of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $158,005.00 annually with 100% funded by CMS/HHS. What do I need for an appointment?

In order to provide you with the best service possible, bring the following documents to your appointment:

  • Current proof of address
  • Current proof of income (pay stubs, unemployment paperwork, W-2 forms, etc.)
  • Photo I.D.
  • Birth Certificate
  • Social Security Card
  • Proof of Citizenship
  • Any other documents requested during time of appointment.

Open Enrollment Key Dates to Remember

October 15-31
If you previously have had Marketplace Insurance, look for your renewal notice and verification documents in the mail.

November-January 15
Open enrollment will be open for coverage.

Marketplace Insurance

Marketplace offers standardized health insurance plans to individuals, families and small businesses. Eligibility requirements apply.


Medicaid is a state funded program for those that are under 65 years of age. Eligibility requirements apply.

All Kids Insurance

All Kids is an Illinois program for children who need comprehensive, affordable health insurance, regardless of immigration status or health condition. Eligibility requirements apply.

Fraud and Scams

Be aware of these common fraud and scam tactics. The DeKalb County Health Department will not charge you for any fees with the healthcare enrollment assistance program.

Protect yourself from people impersonating assisters and committing fraud and scams:

  • The Marketplace, assister organizations, and their state will never ask for your credit card information or payment to obtain help with applying for, keeping, or qualifying for health coverage.
  • Assisters will always provide a Privacy Notice Statement and obtain their consent or “authorization” before discussing or accessing their personal information.
  • The Marketplace and assister organizations will never ask consumers for their password or security code. Consumers should never share their Marketplace account password or security code with anyone, even if they say they are from the Marketplace.
